There is 構文

　There is 構文は、重要度が高く、日常的にも、学術的な文章でも頻繁に利用する形である。「〜に何かがある」「〜に誰々がいる」と言った、物や人と場所との関係を表す。（例文は「『読むだけですっきりわかる「やり直しの中学英語」』、後藤武士著、宝島社、2018年、p120」より要約して引用）

例文
There is a book on the desk.
There is a boy by the tree.
There was my pen on your desk.
There are old cars under the bridge.
There were soccer players in the park.

　There is 構文の否定文はbe動詞にnotをつけるだけである。
There is a boy by the tree.であれば、isの後ろにnotをつけ、
There isn't a boy by the tree.

ただし、未来形でwillを用いる場合は、willが助動詞ですから、助動詞willの後ろにnotがつく。
例文
There will be a large building near the station.
（駅の近くに巨大なビルが建つらしい）
